personal charitable donation (usually tax-deductible).

well, do a write-up, at the page, and submit something. do get it in fast as if there are any mistakes they can help correct them and you can retry.
What care the steps? Who is the contact,
the webpage - just write something. i can introduce you to michiel once there is something written (for preliminary review)
what story shall be sold exactly?
here is an example:
https://libre-riscv.org/nlnet_2018/
the important thing is to illustrate that the project is unique research that doesn't exist elsewhere, this is what the "existing or historical efforts" section is for.
it also has a secondary purpose of illustrating that you know what you are talking about.
the important thing to remember is that it is *milestone* based donations. it is *NOT* a time-based one. although they can also do discretionary one-off donations for specific purposes.

Hi So. I now signed up for the donation. Please ask Michiel, whether it's too much money I've asked for and whether we can discuss my proposal in Mumble or so any time soon?
All the best David

email him as michiel@nlnet.nl - first projects are limited to EUR 50,000 - and you need someone to apply with an EU address. they don't have to _live_ in the EU, just have an EU address.
