Well, this is a Reinforcement learning system only. I guess, regarding the complexity we need something like an expert system (https://en.wikipedia.org/wiki/Expert_system)
I guess, we can build chips to force such systems itself :-) Step by step..

This article (is it the right one?) seems to care about the placement of parts the algorithms on a network of GPUs and CPUs, so it decides the architecture of the whole system, it doesnt design chips.
And it doesn't seem to have the ability to come to the conclusion that a redesign of the CPUs or GPUs would be helpful.
